# VAT Refund Netherlands 2026: Business and Tourist Guide

> Choose the correct route for a Dutch VAT refund in 2026: a VAT return, an EU or non-EU business request, or the digital tourist-refund process.

**Quick answer:** first choose the route that matches your situation. A Dutch VAT-registered business normally claims input VAT in its VAT return. An EU business that does not file Dutch VAT returns normally applies through its home-country portal. A non-EU business applies to the Dutch Tax Administration. A traveller who lives outside the EU uses the separate tourist process.

VAT is _btw_ in Dutch. A refund is not automatic simply because an invoice contains VAT: the cost must qualify for deduction and the correct applicant must use the correct procedure.

## Choose your refund route

If you are required to file a Dutch VAT return, do not use the foreign-business refund route for VAT that belongs in that return.

## Dutch VAT rates in 2026

The Netherlands has 21%, 9%, and 0% VAT rates, as well as exemptions.

From 1 January 2026, hotel rooms, holiday homes, and most other short-stay accommodation moved from 9% to **21%**. Camping remains at 9%. Check the exact supply rather than relying on a broad category such as “travel.”

## 1. Business filing Dutch VAT returns

Deduct qualifying input VAT in the period assigned by the Belastingdienst. Filing frequency is shown in your VAT-return correspondence; it is not chosen from a simple turnover table.

Input VAT normally needs all of the following:

- the goods or services are used for VAT-taxed business activities;
- the VAT was correctly charged to your business;
- you hold an invoice that meets the applicable invoice rules; and
- you can separate business, private, taxable, and exempt use where necessary.

Common restrictions apply to private use, food and drink consumed in catering establishments, employee benefits, gifts, and mixed-use cars. A hotel invoice can contain components with different VAT treatment, so do not assume the full travel bill is deductible.

When deductible input VAT is higher than VAT due on sales, the return shows a refund. Keep the invoices and import documents that support it.

## 2. EU business not filing Dutch VAT returns

An eligible business established in another EU country submits the request through its home country's electronic VAT-refund portal. The home authority forwards the request to the Netherlands.

Key limits under the EU procedure are:

- submit by **30 September** of the following calendar year;
- at least **€400** for a claim covering three months or more but less than a full calendar year; or
- at least **€50** for a full calendar year or the remaining part of a year that includes December.

The Dutch authorities normally decide within four months. A request for more information can extend the timetable.

## 3. Non-EU business not filing Dutch VAT returns

The business must first be registered as a foreign entrepreneur with the Belastingdienst. The request includes evidence that it is a business in its home country, copies of VAT invoices, and import documents where relevant.

For a request made on time, submit before **1 July of the year following the refund year**. Older VAT can sometimes still be requested within the Dutch five-year period, but a late request has weaker objection and appeal rights.

The same headline minimums are **€400** for at least three months but less than a year and **€50** for a calendar year or its remaining part.

During 2026 this process is moving from paper to Mijn Belastingdienst Zakelijk. The Tax Administration says digital filing starts from the second quarter of 2026, with the exact transition date published on its site. Arrange the required login method early.

## 4. Tourist refund for travellers living outside the EU

The tourist scheme applies to goods—not services—that you take out of the EU in your personal luggage. For Dutch purchases:

- your normal residence must be outside the EU;
- the qualifying goods must cost at least **€50 in total, including VAT**;
- you must take them out of the EU within three months after the month of purchase; and
- Customs must validate the export.

From 1 January 2026 the Dutch process is digital through the **NL Customs VAT** app. At Schiphol, validation is requested in the app near the customs desk. Other Dutch airports and ports can require you to report to the customs desk while the validation is recorded digitally.

Customs validates that the goods leave the EU; the retailer or its refund intermediary returns the money. Participation and administration fees can reduce the amount paid to you, so ask the shop how it handles refunds before buying.

## Common mistakes

- Using €400 as the minimum for a full-year EU claim; the full-year minimum is €50.
- Waiting until 1 October: the EU deadline is 30 September.
- Sending a foreign-business request when the VAT belongs in a Dutch VAT return.
- Claiming private or VAT-exempt business costs as fully deductible.
- Treating restaurant food and hotel accommodation as one VAT category.
- Expecting Customs to pay a tourist refund; Customs validates the export.
- Using the old paper tourist process after 1 January 2026.
